Development of the national languages act (2019) and taiwanese sign language

Abstract

The Development of National Languages Act in 2019 incorporating Taiwanese Sign Language (TSL) evolved from Taiwan’s historical linguistic ecology and intertwined with the linguistic ecology of Taiwan’s Deaf community. This fosters positive attitudes toward TSL. However, gaps are identified, such as establishing early TSL access to the birth to age five deaf learners and their caregivers, promoting Chinese literacy with TSL strategies, and hiring native Deaf signing teachers. Limitations and future directions for research and practice are then discussed.

Biography

Fanghuai Ku is a CODA and the founder of Signing Village in Taiwan. He has created the first website featuring Taiwanese Sign Language (TSL) stories and games for young deaf children. Born and raised in Taipei, Taiwan, Fanghuai holds an EdD in Deaf Education/Deaf Studies from Lamar University, USA. His dissertation focused on using TSL handshape stories to teach printed Chinese vocabulary. Having lived in the USA for ten years, Fanghuai is passionate about exploring cultural diversity and integrating culture with technology.
